The Chapter Council is the "internal parliament" of Europe United. Every organised chapter sends one representative to the Chapter Council (chapters in EU candidate countries send non-voting members). Councillors are elected for a period of two years.
The Chapter council has the task to draft and decide upon policies of Europe United. Before a policy can become official, the membership and the Board have to approve that policy. A proposal for policy may be presented to the Chapter Council by at least 10% of the Membership to the Chairman of the Chapter Council.
